Harare, 23 August 2024 — President Emmerson Mnangagwa today officiated at the ground-breaking ceremony of the $280 million Hills Luxury Golf Estate in Harare, a project spearheaded by West Properties Private Limited. This development marks a significant step in the Second Republic’s efforts to modernize the nation’s urban infrastructure and housing sector.
The Hills Luxury Golf Estate is set to include 862 residential units, accommodating over 4,300 people, and will feature state-of-the-art amenities such as tennis and swimming academies, a gymnasium, and a golf course. The project is expected to enhance the aesthetic value of Harare and boost the city’s housing stock, aligning with the government’s Vision 2030 and the National Housing Policy.

President Mnangagwa commended West Properties for their continued investment in Zimbabwe’s economy, highlighting the project as a testament to the private sector’s confidence in the government’s economic policies. He emphasized the importance of the “lifestyle developer philosophy” guiding the project, which aims to create sustainable and functional human settlements that cater to both local and diaspora communities.
The President also praised the project’s incorporation of green technologies and climate-resilient designs, aligning with global trends in sustainable development. He urged housing developers to integrate information communication technology and clean energy solutions in future projects.
In his address, President Mnangagwa called on stakeholders in the sports and tourism sectors to leverage the world-class facilities at the Hills Luxury Golf Estate to attract international athletes and tourists, thereby contributing to Zimbabwe’s economic growth.
The event also underscored the importance of public-private partnerships, with the collaboration between West Properties and the City of Harare being highlighted as a model for future projects. President Mnangagwa encouraged city officials and residents to work together in maintaining Harare’s cleanliness and enhancing service delivery, as part of the broader goal of transforming the city into a world-class metropolis.
